POLICY
FOR THE ALLOCATION OF FOUNDATION SEED TO NEBRASKA GROWERS
In cases where requests for seed exceed the supply available
for distribution the following procedure in directing the
distribution of Foundation seed will be utilized.
A. SEED ALLOCATION SYSTEM
The
Foundation Seed Committee will be responsible for seed allocation.
The ESCOP statement relating to seed will be used as the
basic guideline policy for Foundation seed distribution.
Among other considerations, the ESCOP statement contains
provisions for avoiding allocations that will lead to monopoly.
A
unit allocation system will be used. The size of the unit
and the number of units to be allocated to each class of
growers will depend on the crop variety, supply of seed,
and the number and size of seed requests. Area adaptation
of the variety will be considered in making seed allocations.
The acreage a producer has been certifying and the amount
of seed he has been merchandising will also be considered.
B.
CLASSIFICATION OF GROWERS:
Seed
growers applying for seed of a variety will be placed in
one of the following classes:
CLASS
1: A CLASS I grower will be one who has produced certified
seed of the crop being released in each of the previous
three years or an Approved Seed Conditioner who has a continuous
record of processing and/or merchandising certified seed
for the past ten (10) year period.
CLASS
II: A CLASS II grower will be one who has produced certified
seed of the crop being released in two of the past three
years or one who has a continuous record of producing and/or
merchandising certified seed of any crop for the past ten
(10) year period.
CLASS
III: A CLASS III grower is one who produced certified seed
of the crop being released once in the past two years.
CLASS
IV: A CLASS IV grower is one who has produced certified
seed of any crop within the last three years.
CLASS
V: CLASS V growers are all who do not meet the requirements
of CLASSES I through IV.
C.
EXCEPTIONS
If
circumstances which are deemed to be beyond the control
of a grower result in his being classified in a lower class
than his history of certified seed production indicates
that he would normally fall, the Foundation Seed Committee
can consider such circumstances and classify the grower
on the basis of his total certification record.
